The first part of the relocation plan is to fully understand the environment and constraints.  Typically we would learn the cost and time constraints that would shape the relocation plans.

We would understand the application & server estate, and the extent to which applications and server dependencies are mapped (typically this is in application developers' heads!)

Once the groundwork has been done we can begin to plan the moves.
